Airport Question

Has it ever been a common occurrence that someone would sidle up to you in the airport and ask you to put something in your bag for them? What kind of rationale would they use for that?
The only thing I can think of is that they could say their bag is too heavy, but that seems like a reach.

That doesn’t seem like a real likely scenario, and if that were the case, you’d never admit it. It seems more like they expect people to say, “Oh yeah, there *was* that nice young man who asked me to put this cookie tin in my bag – is that wrong?”

This stems from the Lockerbie bombing, where that exact scenario took place.
