That's the rationale I've heard for it. Until she's ready to answer those tough questions from Larry, Wolf, and Brit, she can't very well just go out on the stump, read her prepared speech over and over again, and refuse to talk with the press. (Note that this attitude is compatible with McCain's camp thinking that she's bright, a quick study, etc. It's presumably not compatible with thinking that she was ready to be President---or even to campaign for Vice President---on the day they chose her.)
