He did not blame the victim for being raped. He simply said that the girl made herself vulnerable to being attacked. He was not defending the rapist/murderer. He was simply telling the truth - there are opportunistic people out there and when you give them the opportunity, they will hurt you. The world is not exactly a paradise.
